Timeline snapping doesn't work

Clips will snap to each other, but the playhead will not snap to anything. I've tried enabling and disabling, but this seems to be a consistent issue since I've been using the Beta version for the past several months.

Premiere Pro Beta 23.4.0

M1 Mac running 13.2.1
