Timeline Zooming Can Cause Scrolling To Disable

theres a weird bug in 2024 beta where if i zoom around with alt and scroll theres a chance premiere no longer accepts input from the scroll wheel until 
1: the timeline is clicked with the mouse.

2: i zoom out/in a little bit more

then scroll wheel re-enables
