Transcribe source media language selection empty, defaults to English

When trying to transcribe source media that is in a language other than English, the option to select language contains nothing. Transcribing any source media defaults to English (probably the users default application language) making transcribing source media that is in another language impossible.
 

Non Beta versions of Premiere Pro didn't exhibit this issue.

I've updated to v24.1.0.61 and the problem is no longer here. I can now select other languages in the menu.

I don't think they report the build. I could not replicate in an English install and a German sample. Yes it defaults to English, but when I try to change it, the list is fully populated.

 

I'll update to 59 when I can, but it may not a non-English install issue?
