Warp Stabilizer Broken

Steps to reproduce:
    1. Select a video clip to edit

    2. Apply the Warp Stabilizer effect
 
Result: "unknown exception on frame 0 in Warp Stabilizer."
Expected: for the Warp Stabilizer effect to apply itself properly to the clip I've selected.

- Restarting Premiere Pro and trying again does not help.

- Also, I have tried with multiple clips—it isn't simply a case of bad files or corrupt footage.
