When exporting a Video, the audio exports as a separate file, not as part of the Video. I checked online and it looks like this is a known bug

Beta issues should be handled in the Public Beta forum. The correct forum for the build, shipping or beta, is easily available from the icons in the upper right corner of Premere. The icon for forums in the beta takes you right to that forum.

 

Especially as it’s the public beta you're using, it could well be a bug. Does it happen also if you roll the beta back to an earlier version?

Seems to only be the beta version.

Premiere first exports the two parts then puts them together. So when they first start appearing on disc, there are two parts. It’s not done yet.

I’m having the same issue and it’s 100% not user error. After it’s finished exporting, the video and audio are not combined. I’ve been having to open the the public version of Premiere to put them together as it’s only happening in the current beta version.
