Be able to update links if I am not the owner of the file - Add permissions to update links

On my team we are exploring to work with cloud documents, but an issue happened, I did some changes on a file, when I tried to update the link it didn't let me update the link because I wasn't the owner of the file. So I have to download the file and create a new link.

It become a mess when you work with large development team, even if I update the link on the management platform were I share those things some people still using the old link.

Also, according to this its important to have the option to able and disable links. There are a lot of improvements to do on XD according to files management for teams.
