CC Library not working

I have contacted Adobe for help on this issue four times and it has not been fixed. Ever since version 25, I have not been able to use the latest version of Photoshop because the Library assets do not work. This is true for all of my libraries. I can not even add assets to a new library. I can create the library, but nothing I drag and drop gets added. This is the case for both brushes and colours, so it is not only a brushes issue.

Trying to get new brushes from Adobe using the "Get More Brushes" menu option does not work because the link does not lead to an Adobe webpage where I can download new brushes to replace the libraries that are not working.

I updated to 26, and the problem has not been fixed. My only option right now to keep working on my major project is to go back to version 24, which is not a long-term solution.

I am using Windows 11 home-64 bit on a desktop. All of my drivers are up to date.

I've been having the same issue. Sometimes the library panel is just blank. Sometimes the itesm are viewable, but selecting them does nothing. Sometimes the items are viewable but skewed/scretched and completely unresponsive. The only thing that resolves the issues is completing closing the application and reopening the document. Crazy frustrating and huge time waste for something that was supposed to simplify my workflow.

I did find an article that helped for one day only, "Creative Cloud Libraries panel stopped working". The next morning the fix was not working.

Finally, on the fifth call to the help desk, it was fixed by doing a manual removal of all Adobe files and reinstalling. When I checked this morning the fix was holding.

I am having a similar issue. The Libraries are unresponsive and not loading across the platforms. It is very frustrating.

Sorry to know that your issue is not resolved. 
I am from Adobe working on Creative Cloud Libraries and would be happy to assist you in solving the issue.
To start with would it be possible for you to provide the email ID that you use to login to Adobe Creative Cloud Desktop? 
We would like to take a look for possible errors if any that causing the issue. We will update our findings once we do the analysis.
