Change language settings without local administration rights of users

Problems found:

In our IT operating environment, users have no administrator rights. As a result, users are unable to change the language settings of the adobe applications.

Our Windows clients have German as the basic language. For our French employees, there is an English base client who automatically sets French as a GUI language using "Language Picker" after the start. However, this leads to the problem that sometimes the adobe applications on the French clients are only displayed in English. This is probably due to the automatic detection of the operating system language.

Desired feature:

It would therefore be very useful for us if there was a possibility that users could change this setting afterwards without administrator rights.
