Function needed for e-mail notifcations if alle adobe cc / dc licenses are assigned

Our need with the adobe admin console is:

We need a function  for e-mail notifcations if alle adobe cc / dc licenses are assigned (no unassigned licenses in the adobe admin console left) to our users. 

We can imagine that others could benefit from this function aswell!
