Please Implement Internet Bandwidth Throttling When Updating?

Looking at many comments on the Internet, updating software (e.g. Premiere Pro, Medie Encoder) consumes all available bandwidth. I have a 35Mb/s link and while updating, Adobe uses all the bandwidth and all other network activity grinds to a frustrating halt. My router cannot adjust the bandwidth. It does not support QOS, but even if it did, it does not make sense to penalise all network activity for something that could easily be implemented in the Creative Cloud app.

Please can a throttle of some kind, similar to the one Windows has, be implemented so that software updates do not interfere with other network activity?
