Ability to save 3D viewer settings with the designer project

1) Ability to save 3D viewer settings with the designer project.

2) Ability to set a default preset of these settings so that new projects come with them.

3) Ability to save custom presets of these settings.

You can change the default state files, the documentation covers this under 'Pipeline and Project Configuration'.

This is currently possible to load and save 3D view parameters: 3D View > Scene > Save current state
