Add custom colors tag to layers

Currently, there’s a choice of 7 colors to tag a Layer in Substance Painter.

With this QOL update, we would let artists make their own color instead of choosing between the current ones.

This thread has been created in regards to a future QOL (Quality Of Life) release. We’re trying to prioritize users’ needs; therefore, your voice is very important!
