Keyword Suggestion auto not show tags present in the visible Keyword Set

Can the Keyword Suggestion automatically not show values already shown in the visible Keyword Set? 

I tag all my photos extensively but Keyword sets don’t show a lot of values. I use both Keyword Suggestions and a Keyword Set effectively as two Keyword sets. Unfortunately Lightroom often shows the same values as what is visible in the Keyword Set that is selected. This duplication reduces the usefulness, adds delay and extra clicking. See below
