P: Add button to request Admin/Monitor action other than reporting behavior

Similar to the Report button, add a button to request Admin/Monitor action, actions like:

• Please move post to correct community page (example move to Lr Desktop)
• Please move to correct module (Discussion/Bug/Idea)
• Please delete my embarrassing reply.
• Please have an Adobe Tech join this problem  (might want to limit who can request this to certain rank)
