P: GPS City, State, Country automatically added as Keyword

While waiting for Adobe to implement this, consider the Search Replace Transfer plugin which will do this for you.

Rather than smart collections, use the Metadata browser of the Library Filter bar to browse the hierarchical geographic locations added by Address Lookup:

The predefined filter preset Location Columns sets up these columns automatically (click the drop-down menu on the right end of the Filter bar).

I now realize there is a way that is not too cumbersome but would be really easy to have this choice on import.  

You can create a smart collection based on the GPS city or state, and then keyword as you like.  Would still rather have the import choice.
