P: Import folder colors when using File>Import from another catalog

‘Import from another catalog’ is called that way because that is what you do. You do not import that catalog, you import images from that catalog with all their catalog connections. A folder label is in no way connected to any individual image, so that explains why this won’t come across. Just like an empty collection won’t come across, or a keyword that is not assigned to any image.
