P: Improve Rules with a check in left margin to turn rule off/on

A LR Classic feature request for Smart Collections:

Improve Rules with a check in left margin to turn rule off/on,

Ability to drag a Rules up or down.

These features would make editing Smart Collections easier. Now, we have to retype a Rule each time we change its position or turn it off/on.
