P: In published collection, option to keep photos in one sequence instead of separate sections

If I have an ordinary collection with a custom order and I add photos to it, they appear at the end, as I would expect. I can immediately drag the photos to the desired position in the custom order.

But if I have a published collection with a custom order and I add photos to it, they appear in a separate section, New Photos to Publish. There is no way I can immediately drag them to the desired position in the custom order. I must first republish the collection, which correctly places the new photos at the end. Then I can drag them to the desired position in the custom order, where they will stay the next time I republish.

Likewise, if I modify a photo, it jumps to the Modified Photos to Republish section. Next time I republish, it will be restored to the correct position in the custom order. However, during the remainder of the editing session (prior to republishing), it is not in correct sequence but is off in a separate section, so I can't do things such as advance to the next photo in sequence, choose a different position for the photo in the custom order, or make a selection that includes photos in multiple sections. To do any of those things, I must first republish, which is time-consuming and leaves the published collection in a partially updated state.

I think that Lightroom is doing no favors by grouping new photos, modified photos, and deleted photos into separate sections. It would be preferable to keep them all in one sequence, just the same as in an ordinary collection. The status of the photos (new, modified, or deleted) could instead be indicated by an icon on each individual photo.

When I floated this idea in the Lightroom Queen forum, I learned that some users actually prefer the current arrangement, with the photos divided into sections, because it matches their workflow that is different from mine. Therefore, I suggest that there be a user option to choose between grouping the photos into separate sections, or keeping them all in one section with icons indicating their status.

(The publish service that I use is SmugMug, which correctly syncs to Lightroom’s custom order for a collection. I’m aware that custom collection orders are not useful with some publish services that have no notion of a custom order.)
