P: Revisiting Web Borders in LR

I'm trying to find an easier solution for creating a white border with a name plate in the border for a batch of web images.  Yes, I have read this https://community.adobe.com/t5/lightroom-classic-discussions/batch-processing-with-bordering-and-watermarking/m-p/10479648 I think being able to achieve this via the export panel would be a wonderful upgraded feature of LR.  Until then it looks like their is a third party plugin that does the job.  How difficult would this be to implement?
