P: Smart Collection option for folderis:

They lack the most basic logic like "folder name is folder01 or folder 02 and type is not video" - sigh

Note that the operators Starts With and Ends With have been broken since LR 13.3:

You can create complex conditions for Smart Collections. Here is an example similar to what you are asking for.

 

 

After setting the [File Type] [is not] [Video], press the Alt/Option and the [+] changes to [#]. Click the [#] creates a new nested group. See Work with Smart Collections at https://helpx.adobe.com/au/lightroom-classic/help/photo-collections.html 

 

In my example I added [Folder] [starts with] [Folder 1] AND [Folder] [ends with] [Folder 1] to ensure that it matches only "Folder 1", not "Folder 12".

I agree that there should be an option to specify a particular folder.

But it is possible to exclude videos.

The Any Filter plugin by @johnrellis  might do what you want.
