I cant click on the text tool or any tools

This generally means Photoshop is waiting for input, so look for a panel or an action like Crop or Free Transform, that has not been committed to or OK’d.  Or try hitting Escape a few times.  If you restart Photoshop and still have the issue, then something is broken.  It might be a problem with the image you have open, so Open Photoshop and start a new image.
