P: "Add Photo to Target Album" missing when adding from Local file storage

A common workflow with DLSRs is to copy all photos from the camera to disk/NAS etc. and then add them to a particular Lightroom Cloud Album.
This is possible using the "Add Photo to Album" dialog which gives the option to pick to which Album you want it added to.

But... why is the option to "Add Photo to Target Album" missing when adding from Local file storage? this convienient option is there when working on photos already in Cloud....
