Blending Effects Order + Multiple Outer Glows

I’d like to be able to order layer effects instead of: Adding an effect, then creating a group, then adding the layer styles you wanted to before but couldn’t, then repeat for any other effects that need to be top-level but are below other effects by default in the Blending options menu. Perhaps it’s technically difficult to program, but I’d like to be able to apply a color overlay above an inner-shadow effect, instead of adding an inner-shadow, creating a new group, then applying the color overlay.

 

Also, like drop shadows, there should be an option to create multiple outer glow effects. It’s annoying to have to convert all my shadows to glows and then back again when I want shadows for a different layer.

    I’ve upvoted this.
     ​@Jimmy Flame as far as I’m aware you can change the order of say two Gradient Overlays but you cannot move a gradient overlay above a color overlay from either the Layer Style panel or the layers panel.
