Choppy playback / lines / artifacts while playing video in Premiere BUT it's ok in any other player

Win 10 PC, 64 Gb/ Ryzen 7 3700x / Quadro RTX 4000

 

Playing 4k video (or hirez proxy - same) 24 fps is laggy, I see horisontal lines when moving, artifacts and so on. Playing same video in VLC or Windows Media Player is ok on the same pc.

 

Using 2020, 2021 Premiere, latest drivers (updated) - same result. Playback IN Premiere is awful, outside - perfect.

 

What can I check?
Why can't I just work without adventures?... (

    My problem is here, updated drivers + instructions above doesn't help. I see clear playback in VLC player or windows media player and some lines/stratches in adobe Premiere. Lines are horisontal, for instance when camera rotates near the door or vertical wall edge you can see the line isn't straight, the edge breaks into blocks or whatever, it happens not only when camera moves near such sthings but whery noticable and annoying at this moment.

     

    I tried to play with all the setting in Nvidia Control Panel, turn everything on and off but had no luck at all, nothing changes

    Can't understand one thing: every month I pay for Adobe PP, it works ok like it should. One day they invent some new update and got dozens complains from different users who pay for this program too. It looks like Adobe are testing new version on us, too many bugs:

    1. glitchy timeline, 2. freezes 3. problems with workplaces 4. custom saved effects are gone 5. color workplace works hard and slow...

     

    And now I should reset/reboot/check/test/WASTE MY TIME for the money I pay. Can Adobe please just fix this or bring some old version back? Users don't need such an update, thanks

    Delete the Media Cache and Media Cache files:

    If that doesn't work,try resetting the preferences:

    If that doesn't work, try resetting the Workspaces:
    Reset a workspace
    Reset the current workspace to return to its original, saved layout of panels.
    1. Do one of the following:
    • Click the Workspace menu icon and select Reset to Saved Layout.
    • Choose Window > Workspace > Reset to Saved Layout.

    If that doesn't work, try Preferences > Audio Hardware and set Input to None.

    If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean install of the latest Studio Driver (NOT the Game Driver)

    If that doesn't work, try creating a new project and import the old one into it.
