Hi,

Before purchasing GeForce RTX 4070 WINDFORCE OC 12G, I would like to ensure that this GPU will perfectly fit with Adobe PPRO 2023 ?

In the latest updated list, it is not mentioned but I do wonder if it is really exhaustive.

As Kevin stated in that link, all GPUs from the GeForce 900 series and newer are supported (although the GeForce 10 series or newer is recommended due to its compatibility with the Studio Drivers) in Premiere Pro.

In the case of the GeForce RTX 4070, it is very slightly slower than its 4070 Ti brother. But the price difference is a whopping $200 USD between them. That alone makes the plain non-Ti RTX 4070 the better value of the two.

And this assumes that your system's CPU is new enough and powerful enough (say, a 12th-Gen Intel i7 or i9 or better). If on the other hand you'll be using that GPU with only an 8th-Gen Intel i5, then all bets are off: The CPU will significantly limit the GPU's performance.
