That's a terrible choice for ANY video editing work, primarily because all of the Pentium N-series CPUs, which are not based on the Intel Core architecture at all but are actually based on the substantially inferior-performance Intel Atom technology, are actually significantly weaker in performance than even a dual-core Core-based Pentium Gold or i3 CPU despite the N-series having four cores. In fact, your current laptop's CPU is as weak as or weaker than even a 10-year-old Intel Core 2 Duo CPU! And that's not to mention that it's barely more powerful than the CPU of a high-end smartphone.

This confusion between the two Pentium CPU lines is the biggest reason why Intel renamed the Pentium N-series line to Pentium Silver while it renamed the Pentium G-series line to Pentium Gold.

Also, newer versions of Premiere Pro require 8GB of RAM as an absolute minimum just to run the program and perform a couple of practice sessions. 4GB won't cut it. In fact, the last version of Premiere Pro that ran on a PC with only 4GB of RAM was CC 2014, which is now no longer available anywhere due to the Dolby codec licensing issue. That leaves only the original, 2013 version of Premiere Pro CC still available - but only because that version is outside the statute of limitations for the Dolby licensing dispute time period.

After starting Windows 10 and Premiere Pro, you will have "virtually" no ram left to do any work

8Gig is the absolute minimum, and 16Gig is much better... especially if you are going to edit High Definition video

You should also have a minimum of 2 hard drives (SSD and/or spinning platter) so a single drive is not overloaded

John, I’m experiencing memory shortage with 16gb. So I suppose for high performace demand like video editing and having concurrently other programs open like After Effects, Audition, Photoshop, Illustrator or Indesign, 32 gb will be better.

(sic) I remember well the time I had a 4kb machine...

And you probably were impressed at how powerful and fast it was.
