Can everything in CapCut also be done in Premiere Rush?

I downloaded the app, and it seems to have fewer features than CapCut 😕😕

I'd say that Adobe Express (https://new.express.adobe.com/) is like CapCut while Premiere Rush is a lite version of Premiere Pro.

What is capcut... is that an Adobe program?

If capcut is not from Adobe why would you expect programs from different companies to be the same?
