Could not export until prefs were trashed - Duplicate, Locked

Thanks for this video, Kevin. I updated to Premiere Pro 2019 and suddenly was unable to export with video. Used the Alt + Shift solution when opening up Premiere and that solved the problem.

      Go to Unable to export with video with the Performance setting set to Hardware Encoding
