Interactive Video Suggestion

Hey Guys,

Need some advice and suggestions please.

I'm basically trying to re-create the effect that Comixology does, where I can create artwork for a comic strip, then zoom and pan to different panels. While it would be pretty easy to create this effect in say, After Effects or Premiere, I'd like the functionality of being able to click or swipe to move back and forward to the next panel or the previous panel.

Ideally, it would be great to be able to export something to an android/iphone too.

Can anyone suggest some adobe suite software capable of this? Or some combination please?
