What Adobe product is best for creating video banner ads?

I need to create video banner ads in specific sizes and I'm not sure what Adobe tool would be best for that. I'm need to generate HTML5 from MP4 files, but I need to create multiple ad sizes. Suggestions?

    For animating banners at various image dimensions:

    1. After Effects - To quote The Mandalorian, "This is the way."

    2. Photoshop - PS has a timeline, but it's not as full featured as AE.

    3. Animate - I'd only opt for AN (formerly Flash) if already familiar with it.

     

    You might be able to work entirely with After Effects, but it's common to pair After Effects with Photoshop and/or Illustrator for graphics preparation.
