Why is animated gif creation so terrible in such an expensive product

I cut a single clip of 5 second 1080p video and export it as an animated gif.  the file size rockets 20x to 233MB

I re-import the gif, turn the quality down to the lowest setting, adjust the frame size down to 480p.  there are now only 5 frames of grainy quality image. I export the file. It takes 8 minutes.

I inspect the file. it is now 334MB.

Why is premiere such complete garbage? What is your excuse for this?
