Accessibility settings marked not allowed in security window

Hi, I am a blind user of adobe acrobat D.C.  I use NVDA screen reader on my PC. I use online banking and on downloading bankk statements I can open the .pdf file but I cannot access the content as read aloud won't work as the copy and allow accessibility features are greyed out as the tick boxes for no are ticked. Why would the bank do this when it breaches their Accessibility statement? Is there a solution.  Note I can't read it using books app on iPhone with voiceover screen reader. Thanks for all help and explanations

That's really something to take up with the bank. They may not be aware that they are in breach of their obligations; sometimes developers set things up in ignorance of the consequences. Or indeed they may be unaware that blocking text extraction is a nuisance for everyone (though not as serious of course), since many people want to automate scanning statements.

Thanks very much for explaining the reasons why I cannot read the bank statement. I did explain to the bank but it appears that they are oblivious to the needs of disabled customers, as their reply basically said that the statement was accessible from the website.  Which although true, it does not forefill the real definition of accessibility, to put it sysynctly, the ability to retrieve and read without difficulty. Yes, they forefil the first part but the second part of the accessibility principle is not completed.
