I'm going to use it in the enterprise. However, we will not distribute it. Each person will access the site and download it. If so, is it free? Is it possible to apply for distribution separately?

    As long as each person downloads and installs their own copy, you should be good to go. If you are installing for them or pushing it out on a network, you need a distribution agreement.
