Acrobat reader for Belgium (Fr) won't open in USA

I have a site in Belgium that sends me automated Acrobat DC messages that I can't open. I have uninstalled and reinstalled several times both by clicking on the   automated link in the messages and correctly loading readerdc_fr_xa_crd_install and by directly to the Adobe site. 

Everytime I am on the site, I get a reply telling me in French to load and install the file or that I have an error.

I think this is a zone issue -- I am in the USA and the site is in Europe. Does anyone have a solution? I won't get any help from the Belgian end that sends me the messages. Thank you one and all.

    Thanks for the answers. Turned out to be a coding problem in the non-English version. I went to a professional shop to get a go-around. Cost me a few bucks but all okay now

    Are the messages in PDF format? Is the site yours, or can you find out what are the exact instructions in the automatic link?
