AcroRd32 issue

This is a web based program.  In W2008 IE creates the xdp file while in W2016 IE calls AcroRd32.exe and AcroRd is attempting to create the xdp file and encounters Access Denied.  AcroRd cannot create files.  Why is the xdp file not being created by IE in W2016?

We know that AcroRd32.exe cannot “create” files.  Question is “why is AcroRd32.exe being engaged for this function instead of it being executed by IE itself?”.  I can provide extracts from Process Monitor if this will help.

    Probably the enhanced sandboxing. Improving all the time in both OS and Reader.
