"Add note to text" does not work! - PDF

Looking at the information shared above, it seems that after selecting "Add note to text" you are getting a commenting box but that text box isn't allowing you add any text?

If this is the case, then you need to check couple of things-

1- Does it happen with multiple PDFs or is it the only one? If it is a only pdf causing trouble, then you may check the PDF's properties under- Open PDF>right click Document Properties>Security>Commenting allowed or not

2- If you are experiencing this issue with multiple PDFs, then open your Adobe Reader>Help>Check for update or directly install the latest patch through DC Release Notes — Release Notes for Acrobat DC Products
