Adobe Acrobat deletes PDFs on first open

When I first try to open a new PDF using Adobe Acrobat Reader, I get the following error and the file is deleted from my computer:

If I re-download or restore the file from the Recycle Bin, I can then open it.

Continuous Release V 2019.010.20064 running on Windows 8.1 Pro.

    We're sorry for the trouble you had, please reboot the once and then repair the installation from help>repair installation.

    Reboot the machine again and check.

    For testing purpose, disable the 'Protected Mode at startup' and ' Enhanced Security' please navigate to Adobe Reader' preferences from Edit>Preferences>Security(Enhanced).

    Note: Disabling the protected mode and Enhanced Security is only for testing purpose, please enable it back.

    Are you getting the error message with all the PDF files or with one specific PDF file?

    Disabling Enhanced Security fixes the problem. I have the error condition with all PDF files. What do you recommend?

    Update: Enhanced Security is turned off and the problem has re-occurred. I really need help with this problem.
