Adobe Acrobat Reader DC (64 bit) - Release 2021.007 - Select Tool as Default

Pleaser see attached. Does anybody know why checking the Select Tool in the Preferences, General doesn't retain the tool as a default? In my case, the Hand Tool remains a default even after I save the Preferences and reopen the program.
