Adobe Acrobat Reader DC Update 4221718

I am working with a .pdf generated by a third party software (Perceptive Content) with embedded links. When I try to open the links in IE, I receive an error that the link wasn't directed correctly and my document wasn't found.

After seeing others had this issue and Adobe released a patch for the issue, I downloaded the patch 4221718. I restarted Adobe [Acrobat Reader], and my computer separate times and after each time the links still didn't work.

I know the issue is not with the embedded links or the third party software, as I can open the links and view my documents by clicking on them in another .pdf reading software - Nuance. I can also c/p the links from Google Chrome .pdf viewer and paste them into IE and the links work perfectly fine. This only seems to be with the desktop version of Acrobat Reader DC. I am working off of 2018.009.20050 and IE 11.0.9600.18893.

[Name of software edited to say Adobe Acrobat Reader instead of Adobe. Note that Adobe is a company that makes multiple products.]
