Adobe Acrobat Reader updates

Dear Adobe Corp. tech. support,

I give support to a Governmental Agency with 1000+ work stations, one of its requirement is to have in latest version Adobe Acrobat Reader software, for security reasons mainly. 

I wish to know if it is really mandatory to have the latest release, having account that there are four main releases of Acrobat Reader each year,

Why is so important to have the latest release?, even if are optional releases?.

    It is vital because the interim main (not optional) patches may contain fixes for security issues. As one of the most widely used pieces of software globally it is condtantly studied by malware creators. Every organisation needs a policy for rapid deployment and 1000 machines should be no more effort that 10. 

    Optional releases are typically bug fixes that do not relate to security.
