Adobe Converting Word Doc to Image

I am trying to convert an adobe pdf to a text file. When I convert to rtf or docx it converts it in Word as one image without text. When I try and convert to a doc it just hangs and does nothing.

It was a previously scanned text document to which a header was added. Is there any way to abstract the text (words) from the document?

I tried the online conversion tool and I get the same results.
