Adobe fails due to "Higher Version" MacOS 14

Trying to download and install Adobe Acrobat Reader on a Macbook running OS Mojave. I had moved previous versions of Acrobat to trash including the Application Directory for Adobe.

I can download but am getting this error message during installation:

Adobe Acrobat Reader

Found a higher version Adobe Acrobat Reader in the installation location. Installation will terminate.

When I search for Adobe or Acrobat in Finder or via Launch Pad can't find Adobe Acrobat. Have restarted the Mac several times and still get the same error.
