Adobe Reader DC 20.009.20063 multi language pack error

I recieved an error when inserting a text box from the comment section stating that - "An error has occurred that may be fixed by installing the latest version of the Japanese Language Supprot package"

After looking into this error and googling a little bit, I found the package update that I needed to apply here - https://supportdownloads.adobe.com/product.jsp?platform=windows&product=10

So I applied the package for my version of reader but I am still getting the error after installing and restarting. 

Has anyone dealt with this before?  Suggestions are appreciated as I cannot edit the text box inserts until after this is updated.
