I'm not sure I fully understand your concern about what is not showing normally. Maybe you could post screenshots regarding what you are seeing. For the most part with Adobe only supports software of the current and previous release. The 21 version of Reader is 3 years old at this point and should only be necessary if your computers are not capable of running the latest version.

From your question asking about distribution for your employees, you should be able to control what newer versions are released to your employees via software deployment tools. This way you can test software before allowing employees to update and controlling what they are allowed to update so you are sure that everyone is on the same version. Are you running this type of IT infrastructure? Otherwise this would be the next step I would recommend if you need to control software versions for your employees.
