Adobe Reader DC fails to start windows 10

Hi, I am running windows 10 Home Version 1803 OS Build 17134.228 on a (literately) brand new machine and I am having issues trying to run Adobe Reader DC.

I have tried all that is suggested on the forums but nothing happens when I click on the program icon, even Run as Administrator.

I've ran the AdobeAcroCleaner_DC2015 software, restarted, re-downloaded and reinstalled both the generic and enterprise English additions several times and still nothing, set the defaults, changed back to Edge (opens pdf's in in Edge) and reset back to Adobe.

I have even looked on other forums/YouTube for help but it still doesn't work ... can anyone help?
