Adobe Reader DC Highlighting

i am unable to highlight inside my PDF document in Adobe Reader DC. Can you tell me what to do to enable this tool for my document highlighting

Was the document scanned in?

Was it OCR’d? If yes, then with what settings?

What does it say in Properties > Description for the creator program?

Is it all documents or one document?
