Adobe Reader DC on MacOS 11.2.3 fails install

Trying to install Adobe Acrobat Reader DC on a MacOS 11.2.3 and there is always a failure at the end of the install process.

The Installation Failed.  The installer encountered an error that caused the installation to fail. Contact the software manufacture for assistance.

I have tried running the Adobe cleaner, installing from an Admin account and a normal account but entering Admin crednetials, clean install and installing over a failed attemp but nothing works.  I can't find any information on the lack of compatibility with 11.2.3 and the latest version of Reader DC.

Any ideas on the issue and a workaround?
