adobe Reader fillable forms not showing txt

Got a pdf that when opened in Adobe Reader, the adobe fillable text fields do not show any information.  It's not the field highlight issue and we had that a couple months ago and turned it off to fix that issue.  This is specific to adobe reader as if we use chrome, edge, outlook previewer, etc..., the file opens with all filled in text visible.  We are running the latest version of adobe reader, 2020.006.20042.

Any ideas what is causing this issue?
