Hi,

You must've purchased Adobe Acrobat Pro DC. The Adobe Acrobat Reader DC is free to get.

So that doesn't sound right.

You don't need to purchase anything to be in order to be able to fill out government forms.

All you need is a PDF viewer  with fill and sign  capabilities regardless if it is an Adobe product or not.

Can you share the web link for that website?

Also, when you go to that website make sure that the PDF file is not trying to open in the web browser.

I believe in macOS the default PDF viewer is  the Preview application which is the current default.

To change your default PDF viewer to Adobe Acrobat or Reader see this guidance from Apple support forums: https://discussions.apple.com/thread/7883441

Check if you have defaulted Adobe Acrobat or Reader in your computer as the PDF viewer/ handler.
