Adobe Reader Protected Mode promt with Protected Mode disabled - Lexis Nexis Time Matters Save tool

I have multiple users on a terminal server with Adobe Reader installed. They use Lexis Nexis Time Matters, which has a Reader addon called "TM Save"

 

I have disabled Protected Mode, but some users are still getting the prompt that TM Save cannot work while protected mode is enabled. I have confirmed that "Enable Protected Mode at Startup" is unchecked, but still get the error. Some users are able to use TM Save.

    Is this integration using a web browser like Chrome?
